Instructions
- Step: Cook macaroni according to package instructions. Drain and rinse with cold water.
- Step: In a large bowl, mix mayonnaise, sour cream, vinegar, mustard, sugar, salt, and pepper.
- Step: Add cooked macaroni, red onion, celery, red bell pepper, and parsley to the bowl.
